Egypt and Turkey are the two Mediterranean cement exporters that matter to an importer in 2026, and they make the same product to the same standard. The decision is about lanes, certificates and carbon, not chemistry.

Same standard, different certificate chain
Both countries manufacture common cement to EN 197-1. Turkish producers declare against the national adoption TS EN 197-1 with CE marking and a Certificate of Constancy of Performance issued under the EN 197-2 system 1+ route. Egyptian mills declare against EN 197-1 and the Egyptian standard ES 4756-1, follow the same EN 197-2 system 1+ conformity route for CE marking with a Declaration of Performance, and Egypt Globe Group additionally certifies ASTM C150 Type I, III and V for buyers specifying to US codes. The practical difference is what happens per lot. A CE certificate proves that the factory production control system is capable of the class; it does not test the cargo in the hold. Egypt Globe Group's chain samples each silo discharge per EN 196-7, runs XRF chemistry to EN 196-2, Blaine fineness to EN 196-6, setting time and soundness to EN 196-3 and mortar strength to EN 196-1, and issues the Mill Test Certificate before the Bill of Lading. A lot outside the contractual class is rejected at the loading port, never re-graded into a lower class. TÜV Austria, SGS, Intertek or Bureau Veritas can witness the sampling and issue a Certificate of Inspection with sealed retained samples.

The Egyptian grades sit inside the class on every line, with setting time and fineness declared tighter than the standard requires. A Turkish CE-marked cement of the same designation must meet the same column one; ask the mill for its Declaration of Performance and its last three Mill Test Certificates to see where it actually runs.
For sulphate exposure, Egyptian sulphate-resisting cement is released at C₃A ≤ 3.5 %, SO₃ ≤ 2.3 % and loss on ignition ≤ 3.0 % against ASTM C150 Type V and EN 197-1 SR 3, and white Portland cement at Fe₂O₃ ≤ 0.5 % and whiteness ≥ 85 %. Export scale and where each origin ships
Turkey is the leading seaborne cement exporter and the largest single source of cement into both the EU and the United States. Egypt is the faster-growing origin, and its growth is now in finished cement rather than clinker.

Two readings matter for a buyer. First, Egyptian cement into the US almost doubled in a single half-year, which means US ready-mix and precast buyers have already qualified Egyptian mills to ASTM C150. Second, Turkish clinker into the EU fell a fifth as CBAM took effect, so Turkish mills will be competing harder for non-EU cargoes in the second half of 2026 and prices on those lanes should be tested.

For Rotterdam, Constanța or Trieste the Turkish voyage is shorter. For Jeddah, Mombasa, Dar es Salaam or Mundra the Egyptian cargo loads on the right side of the canal. For the US East Coast and Gulf of Mexico the two origins are within days of each other and the choice comes down to certificate set and price on the day.
CBAM from 2026: identical rules, different data
The EU Carbon Border Adjustment Mechanism entered its definitive period on 1 January 2026 and covers cement and clinker from both origins on the same terms. The importer, not the exporter, surrenders the certificates, but the exporter's data decides how many.

The consequence is that from either origin the cheaper cement into the EU is the one whose mill can hand the importer verified actual emissions. Ask for the emissions data with the Declaration of Performance, and treat a supplier who cannot produce it as a supplier whose landed cost rises every year from 2027.
